Whitefield Commons

VCDC is pleased to welcome Whitefield Commons to our portfolio.

November 2021 - Whitefield Commons is a newly renovated community that has revived an existing apartment complex with historical significance. Built during World War II and formerly known as “Windsor Apartments,” this site was constructed as a response to the critical need for affordably priced housing for wartime military and government workers. Keeping true to its history, the community still addresses the high demand for affordable housing in Northern Virginia and provides 68 one-to-three-bedroom garden apartments for individuals and families.

Whitefield Commons is in the heart of Arlington, a growing metropolitan area with close access to public transportation including two metro stations and a bus system. Residents are just a mile away from a pharmacy, bank, elementary school, grocery store, and park. The Virginia Hospital Center, a post office, and a middle and high school are under two miles away from Whitefield Commons. Wesley Housing Development Corporation of Northern Virginia (Wesley) is providing supportive services to residents at Whitefield Commons through the Whitefield Commons Community Resource Center, which offers free educational classes and after-school help for children, in addition to other services. Seven homes in Whitefield Commons are designed to accommodate residents with disabilities. Upgrades for heating and cooling systems, durable counters, cabinets and vanities, a parking lot, and infrastructure for high-speed internet were also included in the renovations.

VCDC is providing $9,348,179 of investment in Federal Historic Tax Credits and Low-Income Housing tax credits through VCDC Equity Fund 25, and $2,269,760 of investment for the project’s State Historic Tax Credits through a VCDC controlled proprietary fund. Partner and developer of Whitefield Commons, Wesley, has collaborated with VCDC on previous investments including Culpepper Gardens and Knightsbridge apartments. Wesley was formed in 1974 to address the growing need for decent and affordable housing in the Northern Virginia and Washington DC area. Their mission is to employ a holistic approach to housing that provides a range of services to empower residents. Named one of the top 50 affordable housing developers in the country, they have developed 26 communities in the Northern Virginia and Washington DC area, with more than 1,800 units providing homes for over 3,300 residents.
